PM Salam clarifies 'Framework Agreement': Not a peace deal but a path to full Israeli withdrawal

Prime Minister Nawaf Salam confirmed that what is being circulated under the name “framework agreement” is not an agreement or treaty, but rather a tripartite guiding framework for negotiations designed to define their trajectory toward a final agreement. He added that the term “framework agreement” has led to significant confusion.
In an interview with LBC, Salam explained that this framework, if implemented, is intended to lead to a full Israeli withdrawal from Lebanese territory, enabling displaced residents to return to their villages and homes “safely and with dignity.”

Salam addressed the people of the South, stating that the text refers to the redeployment of Israeli forces outside Lebanese territory, and asked, “What is the difference between redeployment outside Lebanese territories and withdrawal?” affirming that it effectively means a full withdrawal from all Lebanese territory.


Salam emphasized that the main objective of the negotiation process is to halt the war and the bloodshed, ensure the return of residents of the South to their homes, and restore stability.

Salam confirmed that the President and the Prime Minister cannot negotiate outside national constants and the ministerial statement, noting that the implementation of the negotiation framework will be mutual and gradual. He indicated that an understanding has been reached on an Israeli withdrawal from two pilot areas before the Lebanese army enters to extend its authority.
