After four days of negotiations in Washington, Lebanon and Israel reached a framework agreement signed under American mediation on Friday, at the conclusion of the fifth round of talks.


 

Preamble: The Government of Israel and the Government of Lebanon, with the full support of the United States led by President Donald Trump, reaffirm their shared objective of achieving lasting peace and security. As stated in this tripartite framework (the framework), and through future agreements, the two countries declare their ambition to end their conflict, ensure each other's sovereignty and security, and establish peaceful neighborly relations between the two states.

 

1. Israel and Lebanon reaffirm each country's right to exist in peace, and their mutual desire to live securely as two sovereign and neighboring states. Under this framework, the parties announce their determination to officially end their conflict, address its underlying causes, and formally terminate any existing state of war between them. This framework, reached after multiple rounds of direct negotiations between the parties, is based on previously successful agreements and understandings, and represents a shared commitment to making irreversible progress towards a comprehensive settlement of all outstanding issues between the two countries. The parties are resolved to address these issues as two sovereign states through direct bilateral negotiations with the mediation and support of the United States.

 

2. The Government of Israel and the Government of the Republic of Lebanon commit to a mutual and phased approach, with a clear sequence and specified conditions, wherein the Lebanese Armed Forces will extend the state's de facto authority over all Lebanese territory, following verification of the disarmament and dismantlement of infrastructure of non-state armed groups, allowing the Israeli Defense Forces to gradually redeploy outside Lebanese territory. The details of this path will be specified in a security annex prepared with the full support of the United States, complementing this framework. The framework outlines the necessary measures, security arrangements, and verification mechanisms required to advance this path. Successful implementation of this framework shall pave the way for a stable and peaceful relationship between the countries, allowing Israeli Defense Forces to redeploy outside Lebanese territories.

 

3. In accordance with the security annex, and as part of the broader effort to cement the Lebanese state's monopoly on weapons and extend its sovereignty throughout its territory, the Lebanese Armed Forces will gradually assume full and effective security responsibility in designated trial areas, serving as the mechanism for verified phased redeployment of Israeli forces parallel to the deployment of the Lebanese Armed Forces. The Israeli forces and the Lebanese Armed Forces have agreed on two initial trial areas, with any subsequent trial areas to be agreed upon by consensus between the parties. Upon verification of the successful disarmament of non-state armed groups and dismantlement of their infrastructure in these areas, the Lebanese Armed Forces will assume full and effective security responsibility, international support for reconstruction efforts will commence, and Lebanese civilians will be able to safely return to those areas under the exclusive control of legitimate Lebanese authorities. The United States intends to work closely with both countries to verify and support the execution of this process.

 

4. The Government of the Republic of Lebanon reaffirms its unwavering and irreversible commitment to restoring and exercising full sovereignty over all its territories. The Government of the Republic of Lebanon commits to reestablishing the state's monopoly on the use of force, achieving full and verified disarmament of all non-state armed groups, ensuring these groups neither play any military or security role nor possess military capabilities in any location on Lebanese territory. Under this framework, the Government of the Republic of Lebanon seeks support from international partners, especially Arab partners led by the United States, to achieve this goal.

 

5. The Government of Israel asserts that its military operations in Lebanon arose solely from attacks, threats, and hostile intentions from non-state armed groups, particularly Hezbollah. The Government of Israel emphasizes that ending this threat, through disarmament and dismantling these groups’ infrastructure throughout Lebanon, alongside the additional security arrangements agreed upon by the countries, will eliminate the need for any future military action or presence of Israeli Defense Forces in Lebanon. Consequently, the Government of Israel declares that it harbors no territorial ambitions or claims in Lebanon.

 

6. The Government of the Republic of Lebanon, under the United Nations Charter and exercising its sovereign authority, affirms that its security forces bear exclusive responsibility for Lebanon’s security and defense, and that the Government of the Republic of Lebanon alone holds exclusive sovereign authority over decisions of war and peace. The Government of the Republic of Lebanon rejects any claims by any state or non-governmental party to use force on its behalf without its explicit authorization and reaffirms that any claim by any state or non-governmental party to exercise a military or security role is unlawful under the resolutions of the Lebanese government and contradicts Lebanese national interests.

 

7. The Government of the Republic of Lebanon and the Government of Israel affirm that nothing in this framework prevents them from exercising their inherent right to self-defense as stipulated in the United Nations Charter and in accordance with applicable international law, while reaffirming that no third party may exercise this right on their behalf. The governments commit to establishing a military coordination group, with the support and participation of the United States, to ensure comprehensive implementation of this framework.

 

8. Both countries affirm their shared goal of establishing a secure and reconstructed Lebanon, where Lebanese state sovereignty is fully exercised and where non-state armed groups pose no threat to Israel, Lebanon, or the citizens of either country. The countries acknowledge that restoring security in southern Lebanon via the deployment of the Lebanese Armed Forces, the safe return of civilian populations, and ensuring the security of northern Israeli communities are essential components for long-term stability and peace.

 

9. The Government of the Republic of Lebanon commits to implementing a stringent, performance-based program aimed at enabling the Lebanese Armed Forces to establish military and security control throughout Lebanon following the security arrangements agreed upon in the negotiations and implementing the disarmament of all non-state armed groups, effectively exercising state authority across Lebanon. The Government of the Republic of Lebanon welcomes the willingness of the United States to assist these efforts, acknowledging that any new American assistance will be strictly conditional on the achievement of specific, verifiable stages, full transparency, proven outcomes, and ongoing oversight and supervision mechanisms. These efforts shall facilitate the safe and orderly reestablishment of Lebanese sovereignty, which also contributes to enhancing stability and security throughout the Middle East.

10. In parallel, the United States will mobilize international partners to provide effective support to the Government of the Republic of Lebanon in rebuilding the country, repairing infrastructure, revitalizing the economy, and creating opportunities for prosperity. This is expected to include significant mobilization of reconstruction and humanitarian assistance for Lebanon, launching economic recovery programs, and investment initiatives, enabling Lebanon to recover from years of conflict and offering a better future for all its citizens.

 

11. The Republic of Lebanon and the United States commit to preventing funds from reaching any entity, organization, or individual associated with any non-state armed group and to taking all available legal measures to prohibit activities of any such entities, organizations, or individuals. The Government of the Republic of Lebanon explicitly commits to preventing reconstruction funds from reaching non-state armed groups or the entities affiliated with them.

 

12. Upon signing this framework, the two countries will establish working groups to prepare a comprehensive peace and security agreement. Furthermore, to achieve the objectives of this framework, the governments immediately establish parallel pathways for direct and continuous communication, facilitated by the United States. The governments commit to continuing to work in good faith until full and lasting peace is achieved, ensuring security, stability, and prosperity for the peoples of Israel and Lebanon.

 

13. Consistent with their shared goal of forging stable and peaceful relations, Israel and Lebanon commit to taking good-faith actions reflecting their positive intentions, including ceasing all hostile or harmful activities in international political or legal forums, working on the retrieval and return of remains, and releasing detainees.

 

14. The Governments of the Republic of Lebanon and Israel express their appreciation for the role of the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace between the two countries. They also express profound gratitude for the vision and leadership provided by President Donald Trump.

 

 

Following four days of direct negotiations in the fifth round, Lebanon and Israel signed a 'framework agreement' in the presence of U.S. Secretary of State Marco Rubio in Washington Friday.

 

Lebanese President Joseph Aoun considered this agreement "the first step to capitalizing on the sacrifices of the Lebanese," while Israeli Prime Minister Benjamin Netanyahu described it as "a great achievement for Israel."
