Israeli prison service releases 2025 data on Palestinian and Arab prisoners across legal categories

Updated figures show thousands of detainees classified by legal status, affiliation, and age across Israeli prisons through end of 2025.

The Israeli Prison Service has released updated statistics on the number of Palestinian and Arab prisoners held in Israeli prisons through the end of 2025.

 

The statistics showed the presence of 8,777 adult prisoners, in addition to 351 minors, distributed across different legal and organizational categories.


Classification of Prisoners by Legal Status

 

  • Unlawful Combatant: The “Hamas” movement recorded the highest number in this category with 1,013 prisoners and 3 minors, followed by the “Unidentified” category with 112, then “Hezbollah” with 31 prisoners and one minor, and the “Islamic Jihad Movement” with 41 prisoners, while the remaining numbers were distributed among the “Fatah” movement, the Popular Front for the Liberation of Palestine, the Democratic Front for the Liberation of Palestine, and “ISIS”.
  • Detained Until Further Notice: The number of prisoners in this category reached 99, including 7 minors, within the “Unidentified” category, while the “Fatah” movement topped the list with 22 detainees, followed by the “Hamas” movement with 7.
  • Detainees Who Have Completed Investigation: The data showed a significant increase in this category, with the number of affiliates of the “Fatah” movement reaching 1,349 prisoners, in addition to minors, compared to 642 from the “Hamas” movement, and 254 from the “Islamic Jihad Movement”, along with dozens of prisoners from other organizations, and 117 minors within the “Unidentified” category.
  • Detainees Under Investigation: The “Hamas” movement recorded the highest number at 194 detainees, followed by the “Unidentified” category with 52 detainees and 10 minors, then the “Islamic Jihad Movement” with 31.

  • Administrative detention: The statistics revealed that administrative detention remains the largest category among detainees and prisoners. The number of administrative detainees affiliated with the “Fatah” movement reached 1,796 prisoners and 11 minors, compared to 766 from the “Hamas” movement and 265 from the “Islamic Jihad Movement”, in addition to 177 prisoners and 158 minors classified as “Unidentified”.
  • Convicted prisoners: The number of convicted prisoners from the “Fatah” movement reached 762 prisoners, compared to 232 from the “Hamas” movement and 76 from the “Islamic Jihad Movement”, in addition to 6 prisoners from “Hezbollah” and other organizational affiliations.
